Wretched houses with broken windows patched with rags and paper; every room let out to a different family, and in many instances to two or even three – jam manufacturers in the cellars, barbers and conmen in the front parlours, cobblers in the back; a crazy bird-keeper in the first floor, three families on the second, starvation in the attics, drunkards in the passage, a musician in the front kitchen, a prostitute and five hungry children in the back one – filth everywhere – a gutter before the houses, and a drain behind – clothes drying, and slops emptying from the windows.
That is the situation for most Londoners - squalid housing shared with scores of other people, mostly because after the war everyone flooded into London for safety. There weren't enough resources to provide for all of them.

Never at the top for more than a few months at a time, the London crime lords are pathetic. They fail to keep control over the city, and at times it can turn into one giant drunken brawl, miles wide. The most control anyone has is the various gangs, fighting each other for territory.
Mainly made up of wolves and lions, the packs and prides need territory to themselves, which is seldom possible. Lone mutants are often hunted down and killed, because they pose a risk. Living as a lone mutant is dangerous in London.
There are no official laws for dealing with crime. It depends who you irritate as to whether you get kneecapped or murdered.

The Inhabitants
The human population try to ignore that the genetic modifications ever happened. They go about their lives in a manner very similar to that of the slum-dwellers of Victorian London, and if they see something they don't like, they ignore it. Magicians and shape-shifters are unwanted.
Despite this, the various crime lords employ mutants and magicians over humans because of their various skills in protection and assassination. Translators are highly valuable in creating new trade routes, and are in high demand.

Of the mutants, about 45% each is for wolves and lions, and the other ten percent is made up of other mamallian predators. There are very few bird-shifters, less than 1%.
Currency: mostly reliant on trade, and use of possessions as insurance. When the pound collapsed, there was no way of repairing the economy.
The Rest of England
Self-sufficient pockets of people are spread throughout the country, unwelcoming of intruders. There are rumours of one or two who lure in travellers and dine on human flesh, but these have never been proved. No one really wants to leave the safety of their own village.
